Directive Principles and Fundamental Duties
Directive Principles (Articles 36–51) and Fundamental Duties (Article 51A) for UPSC: classification, amendments, conflict with Fundamental Rights and key cases.
SyllabusGS II · Indian Constitution — historical underpinnings, evolution, features, amendments, significant provisions and basic structure
Part IV (Articles 36–51) sets out the goals the State must pursue — a welfare State, social and economic justice, a Gandhian village economy and liberal reforms. Part IVA (Article 51A) lists the eleven duties of every citizen. Neither is enforceable in court, yet both shape how courts read Fundamental Rights.
What UPSC asks. Prelims tests which Article holds which directive (uniform civil code, village panchayats, separation of judiciary, environment), which amendment added what (42nd, 44th, 86th, 97th), and the exact wording of the duties. Mains asks about the conflict and harmony between Parts III and IV, the relevance of the Directive Principles today, and whether duties should be enforceable.
