SyllabusGS IV · Aptitude and foundational values for civil service — integrity, impartiality, non-partisanship, objectivity, dedication, empathy, tolerance, compassion

This chapter names the values the syllabus itself treats as the foundation of civil service, and asks what “aptitude” for public service really means. It is the most directly testable part of GS IV: each value can be defined, illustrated with an administrative example, linked to the Constitution or the conduct rules, and contrasted with a neighbouring value.

What UPSC asks. GS IV is a Mains-only paper. Expect questions such as “distinguish between impartiality and non-partisanship”, “what is meant by integrity — illustrate”, or “why is empathy towards weaker sections essential for a civil servant”. Case studies test the same values under pressure.
